Overview
A 4mm bit for small work: pilot holes, small plugs for cable clips and mirror fixings, and light brackets where a bigger hole would weaken the wall or split the timber.
A multi-purpose bit is what you reach for when the hole has to pass through more than one thing. A shelf bracket on a plastered wall, a bracket through a tile into blockwork, a fixing through timber into mortar: with an ordinary bit you stop and change tools halfway through, and the second bit wanders off the line the first one started. The other reason to keep a few sizes in the box is that a bit is the cheapest part of any fixing job and the one that decides whether the plug holds. A hole drilled with a blunt bit or the wrong size comes out oversize, and no amount of filler makes that fixing solid again.

Is it strong enough for a wall?
Yes for light fixings and pilot holes. At 4mm the bit is thin, so keep the drill straight to avoid snapping it.
Does it need a hammer drill?
No. A multi-purpose bit is meant to be used in rotary mode. Hammer action is for a masonry bit in hard concrete.
